2.13.0 Release

Greetings Programs,

Just wanted to let everyone know we're going to be releasing 2.13.0
on/around 0300 2018-03-09 UTC.  Just in time to not go more than a year
between releases :-/

Sorry for the late notice and over all rush job.  I will be unavailable for
the next few weeks and wanted to get it out the door before that.
