Comment:

 This is caused by a messed-up GTK+ installation (most likely because you
 had another GTK+ application running when you installed GTK+).

 I've seen this happen before because GIMP's script-fu.exe was still
 running when GIMP was terminated.

 If you reinstall GTK+ when nothing else is running, it should be fine.
