 His environment is working correctly, he reports in #pidgin that the
 UTF-8-demo file displays properly.  He is using ICQ with the account
 encoding set to CP1251, though I neglected to ask if the same problem
 persists in Pidgin.

 I'm out of ideas here.  Hopefully you can think of something Sadrul.
