 This adds a new API to libpurple intended to unify various ways that
 protocols try to gain a user's attention. Zap, nudge, buzz, etc. is all
 about getting attention.

 Waiting until at least 2.2.0 release, since it is an API change.

 msimprpl can be changed to use the new API by defining MSIM_ATTENTION_API,
 but the other protocols should be updated too.
