 For IRC DCC receipt, the peer-to-peer connection is made from the
 receiving party to the sending party; therefore, Pidgin's preferred port
 numbers/etc. are not relevant to this situation.

 If you cannot receive files, the problem is ''normally'' on the sending
 end.  If you are running Windows, and a Windows software firewall package,
 it may be interfering here.
