Comment (by datallah):

 Your GTK+ version isn't 2.0. (2.0.0 came out in 2002 and Pidgin requires a
minimum of 2.6.10 to work). Help->About will tell you the correct version
 number.

It is possible that one of your `gtkrc` files is messed up and preventing
the Theme Selector from working correctly (all that the Theme Selector
does is to manipulate the global and user-specific `gtkrc` files).

 See [wiki:"Using Pidgin#WhatisagtkrcfileandwherecanIfindit" this FAQ
entry] for the location of the files.
You can probably delete (after backing up) all three files and they will
 be recreated as necessary.

The other possibility is that you have messed up something about the GTK+
installation, in which case, you should uninstall GTK+, then delete
`C:\Program Files\Common Files\GTK` to get rid of anything you've manually
added; you should then be able to reinstall GTK+ and have the theme
 selection work correctly.
