 Can you try applying the attached patch (from the top directory of pidgin
 source):

    patch -p0 < /path/to/gtkblist-debug-set-visible.patch

 If you want to avoid filtering stuff out of the debug log, something like
 this will get the messages I'm interested in:

    pidgin -d | egrep '(gtkblist|docklet)' > debug.log

 Attach that log here and we'll go from there (I can't reproduce on the few
 different distros I have access to).
