 I'm new to my distro (xubuntu) but I tracked the error to the fact that
 'msgfmt' was not installed nor was 'gmsgfmt'.  As a result in the
 po/Makefile $(GMSGFMT) was blank.  So the command "...&& $(GMSGFMT) -o
 ......" resulted in just "&& -o ...".  Thus giving the compile time error.
