 purple_prefs_init() does not load the saved prefs, but
 purple_accounts_init() does so there are some inconsistency

 <deryni> Either accounts_init needs to not load the saved accounts or
 prefs_init needs to
 load the saved preferences, and I'm not sure which is correct.

 this generate problems when some actions in accounts_init() need the prefs
 to be loaded
