Is sounds like you're missing `gawk` from your cygwin installation.
`PIDGIN_PRODUCT_VERSION` is defined in the root Makefile.mingw and passed
to the installer - it looks that isn't being done correctly on your system
and missing `gawk` is the most likely reason.
