 Say I have another window (browser, email, whatever) open and it's full
 screen.  A buddy starts a conversation, the chat window pops up over the
 existing window...so far so good.

 The conversation window does NOT have focus (the blue title bar is grey).
 If I click on the existing window, the conversation window stays on top.

 The fix/workaround is to click on the conversation window or ALT-TAB to
 give it focus back.

 I'm on WinXP Pro.

 This wasn't happening in the release prior to 2.3.0.
