 I managed to fix the issue for myself. Granted, this is just a workaround,
 and there's a still a bug somewhere that needs to be fixed, but this
 information might help find the fix:

 I had the Buddy List docked on the far right side of my second monitor. I
 dragged it away from the right so that it was no longer docked. It was
 still not resizable. I then turned off Dockable Buddy List in the Windows
 Pidgin Options plugin. I then noticed that instead of a Maximize button in
 the top right of the Buddy List window, there was a Restore button. I
 pressed it, and then was able to resize the window. Then I turned Dockable
 Buddy List back on. Then I dragged to back to the right till it was
 docked. Now I can resize it while it's docked as well.

 It seems like it's not resizable 'cause the Buddy List somehow things it's
 already maximized.
