 Can pidgin by default configure XMPP or GTalk account to use public chat
 servers?
 Until the problem with GTalk chat servers is resolved?

 I can't tell my pidgin+XMPP friends to manually change configuration to be
 able to use chat option. But I can ask them to upgrade :-).
