 When docklet notification is set to pending or always, instead of
 inserting a label at the top of the buddy list, make docklet icon
 change to/blink with PIDGIN_STOCK_TRAY_EMAIL icon when new emails arrive.

 When email icon is double clicked in the tray, will bring up mail dialog.

 Pending emails have priority over pending messages: icon will change
 to email if both kinds are pending. After dbl-clicking on email icon,
 will change to/blink with msg icon.

 Changes in gtkdocklet-win32.c would need to be ported to X11, etc...
