 You're pursuing the wrong solution to your problem.

 Instead of changing this in pidgin, you can supply a default
 `$SYSCONFDIR/purple/prefs.xml` or a per-user `~/.purple/prefs.xml` to
 customize stuff like this.

 I don't think this would be a reasonable default - I think that most
 people don't want to receive a sound event for every message in every room
 they're idling in.
