Comment:

 The libnotify plugin is not developed here. File a feature request with
 the [http://gaim-libnotify.sourceforge.net/ pidgin-libnotify folks]. The
 appropriate signal is in recent versions of pidgin, so they just need to
 catch the signal and display the notification for it.
