 This is on Windows, so it is probably caused by a broken GTK+ runtime.

 You probably upgraded GTK+ while another GTK+ app was running or
 something.

 Try downloading the standalone GTK+ installer from
 [http://sf.net/projects/pidgin the sourceforge site].
