Comment:

 All accounts in your ~/.purple are your accounts.  Thus it makes sense to
 show the empty groups.

 Sharing a .purple directory across multiple people is not and will not be
 supported.

 While pidgin does not unnecessarily write to the server lists, it treats
 *all* groups as belonging to *all* accounts, precisely because it assumes
 you are one person.
