 It looks like this can be done with a combination of multiviews and
 mod_negotiation to auto-select languages without too much trouble, but I
 want to generate the strings into static pages and I've not worked out a
 good way to do that yet.  The other concern I have is that our site
 doesn't get updated with a delay for people to update translations, which
 makes it difficult to keep the site current unless our translators are
 always paying attention to the web site.

 If we were to change the wording of a string, should we revert to English
 or keep the outdated string in the translated language?
