 I believe this is a part of the broader problem of encodings.
 I have this exact issue with QIP users and similar problems with
 ISO-8859-2-using clients (such as the official client (I think) and
 certain cell-phone clients). I believe this issue could be solved by
 implementing a per-user encoding option.
