 Oh, and that bit about the timestamp's timezone does seem to be correct.
 Though I really think it should have been a separate ticket.

 And I was wrong about 'q0:AuthenticationFailed'. I was actually handling
 'q0:BadContextToken' in #4875. However, you shouldn't need to report
 'q0:AuthenticationFailed' because it is actually part of the process of
 sending an OIM. The first time you send something, you get that error, and
 thereafter use the lockkey that comes with it.
