 sometimes, somes users can have really annoying custom smilies...
 now, custom smilies can be shuted down or turned on in a all-or-nothing
 way

 it would be nice if I can blacklist (with popup menu over a smilie) a
 particular user to not see his custom smilies AND to blacklist a
 particular smilie for a particular user (ie. "OK" for "Paul")

 a smiled who is blocked with that feature, can be marked (ie. a red
 rectangle) and with a pop up menu, be unblocked.
