 todo: Entirely new IM windows (not just new tabs but new windows) aren't
 coming to the front either? I'm assuming you don't have the "Minimize new
 conversation windows" preference turned on? If even those aren't popping
 up that sounds more like something like TweakUI is preventing it than
 anything else. Do new windows in other applications pop up correctly?
