 I think it would be strange for the interface for adding an account to
 look different depending on whether you currently have any accounts.

 Rewording and/or ellipsis of "Accounts" > "Manage" probably belongs in a
 separate ticket; suffice it here to say that I regard the Gnome HIGs'
 ellipsis exception for "Preferences" as
 [http://bugzilla.gnome.org/show_bug.cgi?id=169447 a bug] that I intend to
 fix. :-)
