 The "new" status means it hasn't been resolved, assigned, or marked
 pending.

 Due to ABI restrictions, this patch would not be acceptable until 3.0.0
 (it adds an additional ui_op and we don't having any padding available in
 the ui_op structure).

 I agree with hbons that the partially disconnected icon is probably not a
 good idea. The particular use case you are referring to could probably be
 better addressed in another way. One solution would be to change the
 docklet icon when there is a mini-dialog in the buddy list. This would
 address the particular scenario you are referring to (as there would be a
 mini-dialog up telling you that you were disconnected and offering to
 reconnect). It would also address other scenarios (i.e. buddy
 authorizations). We'd still be restricted from adding ui_ops until 3.0.0,
 but could potentially work around it in our own docklet ui
 implementations.
