 I have the same problem - have just updated to the latest version
 available from getdeb (pidgin_2.3.1-1~getdeb1_i386) to check whether that
 made a difference, but it didn't; the problem persists.

 There is simply no way to make the window smaller - and it has been
 growing to this size for a while - very strange behaviour, I dare say. It
 began being just a little bit bigger and that might have had to do with
 someone's very long nick/alias I have a suspicion, since I seem to
 remember that that was how it began. So i disabled all accounts, as you
 can see in the screenshot, but it made no difference.
