#5238: Lack of 'Send' button breaks tablet input use-case

It's been well-established (though still controversial) that a send button
is fairly redundant for typical keyboard/mouse input. However, when using
handwriting recognition to input text on a touchscreen, pressing Enter is
completely inconvenient. Right-clicking and selecting 'Send' is only
slightly less inconvenient, due to the awkwardness of the right-click for
 many types of pen-based input.
The obvious use-case for handwriting recognition on touchscreens is to
complete the text-entry and then tap a widget to send the text. Previous
release notes say that the 'send' button is supposed to display when a
keyboard is not available. Unfortunately, on tablet PCs one cannot
disconnect the keyboard, so the 'send' button will never appear, despite
the keyboard being inaccessible at times.
I suggest either adding a configuration option to enable a send button or
creating a plugin that does the same.
