 So after a little bit of testing the problem seems to be that pidgin will
 not send a topic with <X where X is any other character. An < by itself
 will be set as the topic correctly. That is "foo < bar" will work but "foo
 <f bar" will not. Actually "foo << bar" works (but sets the topic to "foo
 < bar") but "foo <<f bar" does not.
