 PROBLEM SOLVED~!!!

 I found that those XP(with SP2) doesn't work because the default setting
 is to prevent application stealing focus, especially XP is upgraded from
 XP SP1.

 It seems that if the OS installed with SP2 or after, the setting of
 stealing focus is off.
