 I believe, though I'm open to correction from the MSN people, that in MSN
 both the 'block' and 'allow' lists are always in effect. (The 'block' list
 being the list you see when you have 'Block users below' selected and the
 'allow' list being the list you see when you have the 'allow users below'
 selected.) What this means is that for MSN you are always and only ever in
 the 'only allow my selected buddies to see my status' mode and cannot do
 anything about that.

 The fact that the privacy dialog setting changes for ICQ 'randomly' is a
 bug in the current UI display (as is the fact that you can select options
 for MSN which MSN cannot support). We have numerous bug reports about the
 fact that the ICQ selection changes when people don't want it to. The
 current privacy UI is terrible and terribly confusing, it has been in
 desperate need of an update for many years but is an incredibly complex
 thing to fix and no one has taken the time to sit down to start figuring
 out how to do it yet.
