 It was my belief that outgoing XMPP messages were not being sent with the
 xhtml-im wrapping when there was no formatting being sent, that is
 apparently not the case. That is something that should be happening, and
 would 'solve' your problem in this case as you would no longer receive the
 wrapping since none would be there (and if some was there you could be
 pretty certain the message was not your encrypted message). That being
 said, I do not believe that by the time the message reaches libpurple the
 xhtml-im wrapping has any further purpose. Though, as always, I would need
 to check that to be certain.
