 The latest log doesn't contain any indication that the png loader isn't
 loaded successfully - did it load fine that time?

 The usual cause for this is that someone has created a broken GTK+ runtime
 with a mixture of files from different versions, but there shouldn't be
 any difference between admin and regular user mode, which makes me suspect
 that the problem is actually something different.

 The only thing that I can think of is that permissions are wrong on some
 of the installed GTK files or one of the parent directories (the files in
 question are in `C:\Program Files\Common
 Files\GTK\2.0\lib\gtk-2.0\2.10.0\loaders` by default).

 I can't recreate this, so it must be something specific about your system.
