 When sending a SMS message using ICQ account the actual XML tag in packet
 is <codepage>1252</codepage> regardless of account settings (utf8 in this
 case). This leads to undeliverable SMS if it contains non-ascii
 characters. The ICQ 6.5 client sends <encoding>utf8</encoding> in this
 case.
