Comment:

 GTK+ themes apply to more than just pidgin, as such it really isn't
 appropriate for pidgin to change them across the board. It is unfortunate
 that on Windows pidgin doesn't know when the GTK+ theme has changed any
 apply the changes automatically. However, the "Pidgin GTK+ Theme Control"
 plugin's "Re-read gtkrc files" button might cause pidgin to update to
 match the newly selected GTK+ theme, I'm not sure.
