 On Windows XP Service Pack 3 with Pidgin 2.5.5, I just had this problem a
 while ago and the "ipconfig /flushdns" fixed this issue for now.  A list
 of servers to try if the first server fails would be a good idea.  Then if
 a refused error occurs, the next server could be tried and if say, 5
 total, including the first server fail, then a failure message could be
 shown.  I chose 5 since it seems like a good number that isn't to large
 nor to small.  Thanks.
