 On my Win32 machine, the "File Transfers" dialog always sits on top of the
 regular "conversations" window, blocking my view.

 I use the conversation window with tabs; I have one window for all my
 conversations and one for all the file transfers sitting on the taskbar.
 Restoring (clicking on) the conversations window brings both of them out,
 and with no way to minimize or otherwise hide the file transfers dialog,
 it always obscures some part of my conversation window.

 The "File Transfers" window is not a toolbar. It should be a proper window
 with maximize/minimize buttons and it should not be "always on top."
