 There is a tooltip_delay preference in the prefs.xml file that can be
 changed (when pidgin is not running) to disable the tooltips entirely, or
 increased to increase the delay. It is not exposed in the preferences
 dialog because it exists largely to work around a GTK+ bug on Windows
 which causes the tooltip to not be destroyed (a bug which has gotten
 significantly better over the years).

 Additionally, I believe that with new enough versions of GTK+ we use the
 GTK+ tooltip delay setting (unless that's the GNOME tooltip delay, I can't
 recall and don't have time to check at the moment).
