 Apparently, yahoo and msn are the accounts which require SSL certificates.

 Time is set correctly to my atomic clock on the wall.  However...

 You're on the right track.   I believe it has something to do my "Windows
 Time" service.   I can start the "Windows Time" service, and it will run,
 until I try to update the time to an internet time server via double
 clicking on the clock.  Then it will fail and the service will stop.
