Comment:

 I'm going to close this as I don't think this is how toolbars generally
 work, it is definitely the way menus work and I suppose firefox is
 considering the bookmarks toolbar like a menu but that is slightly odd.
 Consider the fact that if you click a folder on the bookmark toolbar and
 move over a non-folder item nothing happens (that is it simply highlights
 like normal).

 I'm more than willing to re-open this is people present examples of
 toolbars in other applications/locations that work this way.
