Comment:

 The emblem itself has no impact on the priority of the buddy; if msn-pecan
 is also setting the "mobile" status for the buddy that will have an impact
 on the priority, but that would be a decision for the protocol plugin, not
 libpurple - if the buddy actually is mobile, then it seems reasonable that
 the priority would be lowered (you can configure this with the contact
 priority plugin).
