Comment:

 If you reinstall GTK+ 2.14.6 and then copy the contents of the `bin`
 directory in
 [http://ftp.gnome.org/pub/gnome/binaries/win32/pango/1.22/pango_1.22.4-1_win32.zip
 this zip file] (slightly newer version of Pango) into `C:\Program
 Files\Common Files\GTK\2.0\bin\`, replacing any existing files, does this
 fix the issue?
