 Connection to the ICQ server fails for pidgin users with Russian and
 Ukrainian IP's.
 User with ICQ number 1 sends the next message:

 авторизованную версию ICQ с официального web-сайта ICQ.

          System Message
 =============================
 The version you are using is not supported by ICQ.  Download a free
 authorized ICQ version from ICQ's official website.

 The same error appears in other alternative clients that use oscar
 protocol.
