 Yes.

 Using 2.5.5-1ubuntu8.3 ran OP's test cases:

 > Scenario: type something. make bold a word somewhere inside the text.
 > keep cursor on bolded word. send message. next message will type in
 bold.
 > [[BR]][[BR]]
 > Scenario: type something. make bold a word somewhere inside the text.
 > move cursor to an unbolded word. send message. next message will type
 > in normal (not bold) text.

 And both could be reproduced.

 Upgraded to 2.5.8-1ubuntu2~pidgin1.9.04 and reran the test cases and again
 both could be reproduced.

 (I'm not sure the second test case necessarily represents unexpected
 behavior.)
