#9195: Input area has a ' and collapses to one line high when empty

 I hit some control or alt sequence and now have a ' that appears in the
 input area, and when there's no text in it regardless of how many lines
 tall it is set to be, it collapses down to one text line height, but then
 when I start typing in it, the ' goes away and it becomes the number of
 lines tall it is set to be. I can't figure out how to get it to go back to
 the former behavior of not collapsing down to one line high. I know it
 will because I screwed up my other laptop but got it back to normal
 somehow.
