I experience the same bug here (and it is very annoying).
Archlinux x86_64

What happens?
I am often not even able to join a chat (usually after I am logged in for
a longer time), so I deactivate the ICQ account and activate it again.
Then I am able to create and join chats, as it should be. However, after a
few minutes, it gives me a disconnect message inside the chat and I am not
able to join any chat until I de- and reactivate my ICQ account again.
About weak Internet connections or something; I have wired net (although I
am running a torrent client when my PC is online, I am not sure whether
that matters).
Here's what the chatwindow says:

As one can see from the timestamp, it only works for five minutes.
Here's what pidgin --debug gave me:
