 On Windows 7, when a person messages me with a new IM, the chat window
 does not popup but instead is being auto-minimized to the taskbar.

 When I start up Pidgin and do not have any chat windows open, when someone
 sends me an IM, the chat window is automatically minimized to the taskbar
 and just blinks. What I expect to have happen is that the new IM window
 will "popup" in focus to let me know someone messaged me.

 All of my PREFERENCES are set to the default, never changed.

 When on my Windows XP machine, which also has v2.7.9 installed with no
 plugins and the default Preferences, when I receive a new IM, the chat
 window popups and is in focus.  This is the expected behavior but does not
 happen on Windows 7.
