Comment:

 Here is a first patch, not tested as I don't have a build environnement,
 which add 2 options:

   - /DEBUG=(0|1) to disable|enable debug, move OFFLINE_INSTALLER debug
 activation
   - /URI=scheme1:(0|1)[,scheme2:(0|1)] to disable|enable URI handlers
