Comment(by bug):

 The complaints are reasonable but don't justify the current behavior,
 which is asymmetrical and undocumented.  Until I found this I knew of no
 way to recombine single tabs that had been detached, since there is no tab
 to drag.  Adding a checkbox for "Always show tabs" that is disabled by
 default would have been more thoughtful...or even better, a "handle" icon
 somewhere in a single-tab window that allows it to be dragged into another
 conversation window.
