Comment:

 Yes, after some time it reconnects and the error bars go away from the
 contact list window.
 I think what happens perhaps is that when the connection is dropped while
 in standby, on resuming it takes some time for windows to notice that the
 connection has dropped (I've had this problem with XP some time), so it
 reports the connection as "active" while it isn't.
