Comment:

 Aha, that explains the behavior that you're seeing.  The program locale is
 being overridden based on that value.  I guess I don't think this is
 necessarily a bug, but I suppose the argument could be made that the
 translation could be specified separately from the rest of the locale
 settings - that is a can of worms that I'm not sure it would be wise to
 open.
